2. The new broadcast authority commissioner, Atty. Ponciano V. Cruz, Jr, is advocating an honest and open approach to broadcast licensing in the future. Commissioner Cruz is particularly keen to encourage new "digital" industries and innovation in DTTB and encourages new broadcast licence applications.

3. Existing broadcasters in both the Philippines and Indonesia, who are currently purchasing DTTB equipment are keen to consider joint venture opportunities with both international and or local investors.

4. Due to the Asian Economic crisis, most government departments (in particular broadcast authorities) are softening their tough stand on licensing requirements and in some countries are encouraging involvement by international investors to help bring capital and expertise to their troubled economies.

5. The Thai Government is particularly keen to encourage broadcasters and or international investors to consider more educational content with the new DTTB equipment and operational standard. Current investors in Thailand are willing to proceed immediately if the right "experienced" technoprenuer, can be encouraged to be involved.
